Jack Kawakami Long totally disagree Chiang Mai is reasonable priced. Accommodation and food are a lot cheaper than most places. Add to that there are lots of western food option.

In my opinion you should be fine having said that I think getting a tourist visa is a better option.

Retirement O visa not required. This visa you should start the process before arriving that way you can open a Thai bank account. If you go for an OA visa you will required police report and health insurance

Only do 90 reporting inside Thailand. The 90 days starts again when you re-enter Thailand. Some immigration offices expect you to report to the office to reset the 90 days in person and some don't. It all depends on the immigration office you use.
