you said it's per unit like 49 units by foreigners and 51 Thai but it's not this at all, it's just a ratio of the SQM so it all depends on the size of each units. If total condo area is

SQM then only 4900 can be own by foreigners. Same applies to voting rights

totally wrong, please don't tell us you are a lawyer specialised of the condominium act! Check section 45 of the condominium act (for the voting right) and section 19 for the foreign ownership that clearly mentuoned 49% of the total floor area!
