While in theory you have to be in the country where you’re applying, if you don’t actually have your passport information entered into any system and your U.S. phone number works while aboard, you’d likely be fine.
That’s if you’re willing to risk the small chance they ask for an embassy interview, of course, in which case you can simply say you cannot make it at this time and eat the application fee.
