Is it easier to apply for the DTV visa from Vietnam instead of Kuala Lumpur, and do I need to withdraw my application?

You could take the documents to a local notary/apostile, they should be able to authenticate the documents.

I have no utilised any services in KL but these came up on google.

Check if you need appointments.
