Can you be denied entry on any type of visa? Yes. Can you be denied entry even when you meet all the visa requirements? It’s unlikely, but technically the immigration officer can still decide to refuse entry.

The ongoing debate is about whether the DTV has or will have specific entry requirements at all. Yes, there is nothing specified for now but no rule doesn't mean guaranteed entry and full freedom. Time will tell.
