Also Penang and KL are in the same muslim State but they don't close on friday.

To apply tourist visa in Penang you must show house rental contract or hotel booking minimum 14 days AND ticket out within 60 days

By the way, even if your "enter before date" is past and your last stamp expires on 26th January, you can get a 30 day extension at Immigration Office paying 1,900 baht
