I have a feeling drop off was 8:30 to 11:30, i don't think it was until 13:00, but I might be forgetting. Pick up starts at 1:30 but depends on the number they give you day one, eg I was 270 and my number was called around 2:30 the next day
I'm sure people probably have. You can also extend each one by 30 days at an immigration office in Thailand for 1900 baht. Depending on your country you can also get 30 days exempt by flying in or crossing the border (you can only do this two times a year by land without a visa)
But for 2 years it might be worth looking at other options as well. Getting an education visa to learn Thai, getting a multiple entry tourist in your home country, or I think there is also one if you happen to have any Thai Children or are married to a Thai citizen.
They usually have forms in the building on the left-hand side inside the consulate. Sometimes they have them sitting in the photo copy machine or you can ask the people inside that help people to fill out forms to give you one. Otherwise they should have some copies directly where you hand in the forms, so either grab one before going in line or they can give you one when you get to the hand in part and just fill it in to the side.
I don't think that there is any limit officially. Others can probably answer this better, but I think if you continue to get the tourist visas at the same consulate/embassy they can put something like a warning stamp that you might not be able to get more visas there in the future. I think this is solved by just going to another embassy. Though every time you get a visa it's up to the discretion of immigration as to if are let into Thailand.
Another note, i've also been at the consulate around 10:30 before and it was almost empty. So if you don't want to wait around that is an option. It just means you'll have to pick it up later the next day.
9:35 pm so quite late. You can certainly make the earlier times if you get to the consulate early enough in the morning. I think from the time I got on the bus in Vientiane and arrived in Udon it took a little under 2.5 hours.
