100% correct - "legal parental rights" is ใบรับรองบุตร (bai rab rong bud), which is the main requirement. As Tod said, you get it in at family court with help of lawyer, or amphur can issue if your child is a certain age. We have just completed this process by following Tod's advice so thank you too.
