go back to sleep Bart! I used exact same over the counter cash advance service for THREE years twice a month in Philippines. Bank cards use CHIP & PIN technology as required also in ATM. Bank teller simply places card in a desktop POINT OF SALE type reader which communicates with the issuing Bank checking PIN and available balance to authorize the withdrawal. It's easy peasy lemon squeezy. Maybe you'll need a diagram to understand it?

good question. Yes most cards have fees but some offer free foreign transactions. I have uk account Starling Bank. Free foreign currency transactions but that's only at the UK end! If i use a thai ATM I'd be forced accept discriminatory charges by the ATM provider (thai bank). If I can avoid ATM fees with my Starling debit card effectively it's zero charge service to withdraw thai baht. Only highly competitive mastercard exchange rate will apply.

I guarantee the visa or mastercard rate on a zero fee and no atm charge basis will be the best value deal with the possible exception of changing foreign currency with most competitive money changers. Bringing in money from home country electronically and not hard cash....best deal is cash advance visa or mastercard rate free of charges.

extra,work? Staff are,in branch anyway. They don't come to work that day especially for my cash advance. That's banking service. They belong to mastercard or visa,hub and they service cards issued by those two organizations. No extra,costs to the bank. The lost ATM fee is no different than Thai cards being free. The fee for foreign cards is inequitable and discriminatory. Uk atm doesn't discriminate. It would be illegal.

keep struggling to think. I did it three years solid in the Philippines from 2018 to 2020. If there's an available free of charge alternative smart people will make use of it. By all means others can continue to use discriminatory ATM machines. Not me.
