The mandatory insurance can be very expensive with many finding annual costs are well over 100k as they get older, for cover they don't want. Hence the visa advice pages are littered with posts from people desperate to get off their non-oa, which they can no longer afford.... Crap advice of the first order if they are willing to bank the required funds in Thailand, which he states he wants to do...

You can open a bank account on a tourist visa, or even visa-exempt. I opened mine 2021 with Bangkok Bank.

Arrive here either on a tourist visa or visa exemption and apply for your non-o in Thailand. No mandatory insurance requirements will make it much cheaper.

not the same insurance requirement at all... Non-oa requires ongoing mandatory insurance, a non-o acquired in Thailand, has no requirement.

that's their policy at CW for a non-o retirement, at least it was 14 months ago.

in my case @CW, they came for a house visit a couple of days later. Phoned the day before to confirm a time. No one else (other than me) was needed to be there, as the reason was retirement. Took a pic of me opening the door, another inside. Spoke with our condo security.
