after a couple visa exempt entries the IOs start to scrutinize you, and could ourtright deny you entry. With his situation, after around the 4th entry, they would tell him that he needs to get a proper visa that allows him to come and go as he is doing. The 60-day exemption is for tourists and it is obvious that what he is doing isn't for tourism purposes.
