You generally don’t have to be a Vietnam resident to submit at the Thai Embassy/Consulate in Hanoi — they often accept applications from foreigners who are just visiting.

In practice, they may ask for proof you’re legally in Vietnam (e-visa/entry stamp) and sometimes require in-person submission.

I think you can still try in KL because if you didn't respond them, you should have option to respond them for free.
