There isn’t a “best script” that works every time. The safest answer is the truthful one that matches what you can explain if they ask follow‑ups.

If your soft power activity has already ended and you’re returning without a new course booked, then Option A (“I’m here for a holiday / to travel and spend time in Thailand, and I have sufficient funds”) is usually safer than saying you’ll “find another course,” because that can trigger “which course/where/when?” questions you can’t support yet.

If you have any remote income, perhaps it’s better option…

You generally don’t have to be a Vietnam resident to submit at the Thai Embassy/Consulate in Hanoi — they often accept applications from foreigners who are just visiting.

In practice, they may ask for proof you’re legally in Vietnam (e-visa/entry stamp) and sometimes require in-person submission.
