I think that was only an option, rather than mandatory? My visa has just been approved, I am waiting for the embassy to return my passport, and I did not give a passport number for my girlfriend. It is a tourist visa, I am assuming, so why would you have the passport number for a Thai, and even if you knew a Thai, they may not necessarily have a passport in any case.
