So if OX Visa comprises of 2 Five year stamps would that mean that under the current corona entry regulations a (separate and additional) 5 year corona travel insurance with min. of 100k USD cover must be taken out? Besides the exceptionally high costs, I doubt that this would even be possible?

I am in a similar situation. I am staying here on an extension of stay (based on a non immigrant b visa) + multiple re-entry permit and hold a work permit. I need to apply for a new extension of stay beginning of April but also would like to apply for a new passport since I will run out of pages soon (should still have enough pages left to get the new extension of stay + multiple re-entry permit stamp in if needed). What should I do first...apply for the extension of stay + re-entry permit with my old passport and then for a new passport or should i get a new passport first and the immigration stuff stamped straight into the new passport?
