at the moment SG embassy are taking between 3 - 6 days to action COE.

My wife is Thai and they took 5 days my son also but only took 48hrs

yes correct. Wealth management is still available however my understanding is it is based under the Singapore arm of HSBC.

Best to ask the immigration office direct for their check list first.

Of course they always use the disclaimer that they can ask for additional information. But it would be a good start as some offices ask for different info.

Although I have been among the few who have had no problem getting the deposit back, May I suggest you work on the principle that you will not and negotiate the rental price down to cover your potential loss.
