Is it true that Thailand no longer provides exit stamps on passports during departure?

I hope they do eventually use modern tech rather than draconian methods, seems a hybrid right now; it all ends up in a database anyway. Governments don't like to deploy tech, without wasting vast sums, UK has so many failed projects with Oracle, and the US needs smart engineers to gut their fed system to purge 'poor' tech, manual systems. Not that surprising.
