Can I report the TM30 for my friend on August 3rd after his arrival on July 28th due to the holidays?

Hi. I have a question regarding TM30. My friend will be arriving in Thailand to on Friday 28 July in the morning and it’s national holiday in Thailand followed by a weekend (immigration office close on weekends). Keeping in view the rule of reporting to immigration within 24 hours of arrival, would that be fine if we go for reporting on Monday July 31? Please advise. Thank you in anticipation. 

Note: the landlord is not available for such things - neither physical nor for online reporting. He provided all the documents and I always have to do it by myself and I am ok with that.
