What should I put for the issuing authority when my DTV was rejected due to incorrect information?

DTV rejected due to “Applicant provides incorrect information (country/territory issuing travel document) in the visa application.”

For reference, it’s a NZ passport issued in sydney, Australia.

The label on passport for issuing authority says DIA SYD which is what I put in the application.

I have no idea what should go in there.

Any ideas anyone?
