Do travelers from Africa need a COE for entry to Thailand with quarantine now that Thailand Pass has replaced it?Answered

Hi all, have friends flying in on the 31st from Africa. They're prepared to quarantine but do they need COE as the Thai pass has now stopped? It's two fully vaccinated parents and a baby. Thanks in advance!
