What is the purpose of the new 300 baht fee for entering Thailand and do I need health insurance to enter?

Maybe you guys can help me understand the new 300 baht fee. Don’t get me wrong it’s not about the 300baht. From my understanding part of the 300 is to pay for medical bills of uninsured expats.  So why do I need insurance to come? How did others get here without insurance?
