While there might not be a Thai embassy in your country, your country is assigned to a near by embassy. For example, Mongolia is assigned to Beijing. If you come from an restricted country, most likely you need to return to your home country and apply via the designated embassy

Did you apply via the consulate that oversees your area? I believe your resident card would tell you what region you receive your card for and you would apply for that specific Thai embassy/consulate.
