Immigration has to have a valid reason under the Immigration Act to deny entry; visiting multiple times is not a valid reason.

And I noticed the word used was 'could.'

As for the ' temporary policy,' it is valid at this present time, though I confess things can change. However, Immigration law covers all entry into Thailand,( like any country) and Immigration Officers have to follow that. Any discretion is under the Thai Immigration Act.

But it happens with the compliance of the authorities! It is Thailand after all,and money talks...More so than a lot of countries worldwide...

There are no limits to arriving in Thailand by air! Period!

And what keeps seeming to be missed on these posts,with the constant harping on about the "discretion of the Immigration Officer!" Is that the discretion only stretches as far as abiding by the Immigration law, which they have to obey! Plus someone mentioned that there is no Immigration law,absolute crap! Every country in the world has rules and regulations of whom can enter their country; otherwise it would be chaos and a total breakdown in law and order! And unfortunately a few undesirables have managed to enter and stay in Thailand,over the years. That is quite evident when visiting Pattaya for example. Maybe the Thai authorities should concentrate more on dealing with them,than law abiding visitors!?

Rookies should be supervised in any profession! Endex!
