What steps do I need to take to register my Indian marriage in Thailand?

Send it back to an agent in India , who wud do all steps in India then send it back to u in Thailand. Will take 1 month atleast in India. 8-10K INR should be going rate for agents . Don't try to do on ur own .. u can't as MEA only accepts legalisation through Authorized agents .
