I went thru this process 14 years ago, because swedish embassy required this to accept that I was the father. So I could apply for his swedish passport. Price then was 7000 baht.

Can I apply for a Thai tourist visa from a nearby country instead of returning to the USA?

Just go to Laos and apply for a single entry touristvisa,gives you 60 days, and after you extend for another 30 days at thai immigration.

You have attend personally in Laos, day 1:apply before 11am , day 2:pickup after 2pm. At least at Savannakhet-thai embassy. Good luck
