 Bangkok Bank , Krings Thai Bank and Thai Military Bank all do it without any transactions.

They write your letter while you are waiting in the bank. Cost 100 Baht. No need to put money into your account that day, but the money must have been in your account for at least 3 months.

 I asked at Chonburi immigration and was told a fixed deposit bankbook is not accepted.
