Yes, I suspect so. But I talked with someone who was doing just this (maybe one month on and one month off) just using visa exemptions and had been doing it for 4 years, as had several of his friends. I guess it’s just when will they stop you, which we don’t know.

If you are leaving Thailand every 2 months then you could use visa exemption. Many people in your circumstance are doing this. But I don’t think it’s the right way to do it.
