What is the current turnaround time for a Thai Tourist Visa (TR) and can US residents apply for it from within Thailand?

My lady will be coming from OKLAHOMA , we want to end up in thailand for two months until the kids go back school , how to go about the visa? Isnt usa visa exempt countries for 30 days and before its over they can extend it for more 30 days for 1900 baht , or i am talking rubbish ? Correct me if there is a better idea
