I was in immigration the 8 of July and they told me that the 90 days report is not needed because I just need to leave the country before 28 September (it seems that the rules in this country changes so quick 😂), and they also said I will need to pay in the border 1.900thb . I was there two times to confirm this.

Ok, sorry I explained wrong , I meant that, they did not do anything, they told me that no need to report the last three months (in Hua Hin immigration), no paper , no sign, no stamp.
