"That's when they went back to 30 day visa exempt entries by land BUT put a limit of two by land in a calendar year (Jan 1 - Dec 31) for people from 44 countries." - again, as I remember from scan posted here there is no Russia in the list of countries who limited for 2 land border crossing per year.

Sometimes I'm happy I'm Russian cause we can have 2 international passports (10 years, 46 pages each) at same time. Easy operations for any visas, visa-runs, etc... But 90% of Russians don't know they can get second int. passport at home country or in embassy, funny )
