You have to use the Embassy for your region. Don't try to do it on your phone, use a PC. The rest is pretty self explanatory. Just follow the steps it gives you. Make sure you use your full name as it is in your passport.

Yes, just did the Non O while in the the US in May. You need 3 months of bank statements. I forget the amount required to show, but it wasn't a large amount

the rules are pretty cut and dry, the enforcement is definitely not. Regardless cash has been the requirement. He needs to hit the ATM, because he could be asked to show cash when he arrives in Thailand

has absolutely nothing to do with anything changed in Thailand. It has been a requirement to have

baht or equivalent in cash. It's just almost never asked for. And he isn't being asked by anyone in Thailand now.
