actually you are correct there is no pre approval status

maybe he mean ( processing Pending Approval (1) status.

Which he or his agency understood that it is a pre approval .yet it is not.

Because extra documents can be asked in this stage too and once provided the status will go back to Processing Pending Documents check (1)
