Thailand has NEVER allowed immigration on the intent to live there permanently. Every foreigner in Thailand is on a "temporary stay permit". With only one exception for those you succeed in getting issued a "Permanent Residency" status, or who gain Thai citizenship

it's rather 5000 THB only for opening the bank account, if one already has the 90-days Non-O Visa, and if one has own funds and doesn't need the agent service for fronting the required financial proof
