The rule has been in place for years and I always carry enough cash, but in the years I have come to Thailand repeatedly, I have never been asked. Clearly it’s a rule to give the authorities the backing to stop “low quality visitors” at the border. A quick look at the ex-pat press will confirm that Thailand has a huge problem with unruly “tourists” - mostly angry alcoholics, by the way.
