Typically yes. The consulate in the US advised us once that a quote itinerary is fine. They're looking for your time window to issue the Visa since you have to use it within x days

Does that link give you an option to just pay for the 1 at the airport? If so, that would make sense. When I first applied, it was CoE and I had to book 2 tests with that site.
