TLDR : Answer Summary
The ability to travel onward to Udon Thani after receiving a negative COVID-19 test depends on the entry program chosen. If arriving under the 'Test & Go' program, one may move freely around Thailand. However, if the 'Sandbox' program was selected, a 7-day stay in Phuket is mandatory before traveling elsewhere.

It depends on the program you entered on. If you entered with test & go then yes, you're free to move around in Thailand.

If you entered for sandbox, then you have to stay in Phuket for 7 days.

I assume you're vaccinated as you're arriving in Phuket. In that case, it appears vaccinated is sufficient.

Testing actually isn't good enough to go in there (as of the latest I've seen), you have to be vaccinated or recovered.
