Most of the time it's safe. If they transfer to you it's really difficult to dispute charges.

After reading through all the comments, you overstayed twice and tried to off yourself in IDC. That is why you were not allowed to return to Thailand. The mistake is on the embassy side as it seems they issues your COE based solely on Covid restrictions and not your actual ability to enter the kingdom.
