I have been. Her solution was to purchase the 3000 baht more expensive AXA.

She quoted me 5510 baht for AXA. 6 days later I went through her link to make the purchase and they were charging me 9240 baht...

We used Express Translation and they were great. They took care of absolutely everything to do with the Amphur. We took them all our documents so they could copy and pre send to the Amphur to prepare everything. Then, we just showed up to their office and they had a taxi for us to the Amphur, which was about an hour from downtown.

At the Amphur, the translator took care of everything and we just waited and signed the papers when they were given to us.

I had already gotten my affidavit to marry from my embassy and had it translated and certified at the Thai Ministry by another translation company, but that first place didn't have any contacts to get the Amphur registration done.

This is a press release from TAT, which is essentially a tourism marketing department, to hype up tourism businesses.

The meeting they mention in the letter, where the group chaired by the PM "approved" the plan, was from 2 months ago.

That means that 2 months ago they approved of the ideas in the proposal.

It does NOT mean it was approved and made official by the government of Thailand.

Until it is officially approved by the PM and the CCSA, signed into law and then published in the Gazette it is not official, it is a proposal.
