Can anyone tell me if an Indian passport holder is able to apply for a Thai visa from Cambodia or Vietnam or do they need to do it from India?

India is on the list of countries that can't get visas from the thai consulates in Lao, Cambodia, Malaysia or Myanmar. You go back to india to get visas for thailand.

, you are correct, and IF you are a legal resident of those countries I listed you could apply at a thai consulate there. BUT legal resident varies country by country and you would have to check with the consulate to see what they require.

I'm just posting the information that India is definitely on the list of prohibited countries at those thai consulates
