Voluntary visas were the focus a few years before. Sooner or later it comes to retirement visas. To be precise, it is fully legal to use an agent to help you prepare the documents, etc as long as you comply with all the requirements for getting the visa in question. The moment they help you to break the rules, it is of course not legal any longer.
