Is the cancellation necessary even if I would need a re-entry permit to return (visa is cancelled)

If I go to the office of Labour with all corresponding application papers and corporate documentation am I right in assuming that I should receive a receipt of application which will then support my application for Non-B outside of country?

Are there any regulations that you know of which prohibit the submission of WP application whilst in-country?
