there would have to be something in writing that states that you can only apply for a tourist visa so many times. There isn't, so the term abuse is null and void until then..... The discretion of the Immigration officers is used to keep out certain people that they have the opinion are not needed in Thailand. Plenty of good foreigners are still allowed in....... This came up in a discussion about Vietnam. Vietnam doesn't even have a "retirement visa" but there are foreigners that have lived here for 8 years by simply renewing their 3 month tourist visas.......
