Why was a Filipino male rejected at Poi Pet border but allowed entry at Don Muang Airport on the same day?

This person, a Filipino male, was rejected at Poi Pet border on 10th July. He was asked to fly in. He had some Tourist Visa already, but no 30 day stamp in his passport. At Don Muang Airport, on the same day, no question ask, he got stamped in 30 days, even with this rejection stamp. Not all news must be bad.
