What are the best alternative countries for expats considering long-stay retirement visas similar to Thailand's Non-OA?

Don't know if it's the right place to ask but maybe some of you can help me focus my own research. Due to the massive air pollution, the ongoing farang bashing, tax and immigration complications etc. I am thinking of moving on to another SEA country. Can anybody commend a place offering something like a Non O A (retirement) long-stay visa? I am 63 and living on a pension. I'd gratefully appreciate your advice.

TLDR : Answer Summary
The discussion involves an expat considering relocating from Thailand due to air pollution, negative sentiments towards foreigners (often referred to as 'farang bashing'), and complex visa regulations. Community members recommend Cambodia for its easy one-year multiple-entry visa and low costs, noting that the cost of living is generally more affordable compared to Thailand. Others point to the Philippines, highlighting its 10-year retirement visa and welcoming expat communities. Some caution about the lower health care standards in Cambodia and the challenging infrastructure in both countries. Overall, the conversation expresses mixed feelings about various SEA countries, considering both pros and cons for retirement.

One of The most serious and important thing in choosing a country to live is the health system. Thailands health system is equal to western countries.

I know Philippinen Well . My problem with the country is its infrastructure relating to the health system . Once I was in Bantayan island my girlfriend got a health problem. From there to Cebu city it took 8 hours with ferry and Taxi. I imagined I had a serious health problem! What would happen then??

We have to know that the more we get older the more our health condition gets serious.

I love Philippines more than any other Asian countries . My biggest issue is the health system.

But if you are in a very good health condition then try it with Philippines. Go there and stay for some weeks and travel around, you will fall on love with country. Almost everyone speak English.

When making such a decision, I would recommend to take a listen to this International accountant called <The Nomad Capitalist>... He might be able to shed some light on the best countries to settle in. For my five cents, I am studying areas in the Philippines where I would like to stay and found places such as Iloilo, Duaguete and Valencia to be pretty attractive. Best of luck and let me know if you need any additionnal info.

I thought he could at least offer a wide scope of options with sound reasons why those are viable, but if you are looking for more specific info on Phils, you can check out < The Filipina Pea> ... If you look at the list of her videos, she speaks on many specific areas in Phils and what makes those areas inviting and sometimes also covers the things to watch out for... Hope this helps.

I do to say, I've been here 3 months, and have been treated with nothing but respect by our hosts. And I have to file taxes on my SS and retirement in the US, and thailand/us have a double taxation treaty. I'll worry when somebody actually has some idea about what's going on. Right now, it's just speculation.
Michael ******
ORIGINAL POSTER
Always good to watch this group working for the benefit of all of us.
Paul *******
Hey
@Kevin *******
, I.ve got a question about you filing taxes on your SS. This is my 1st year starting my SS checks this Jan, 2024. Its not a big check, only about 1,000$ per month, less than 12K at the end of the year. Ive been filing taxes for year with an accountant I have in the Usa, as I had been working here in Cambodia for several years. However, my account said if I dont work this year, which is my plan- not working, I dont need to even file taxes and therefore not pay any taxes on my SS income.

I know theres a lot of talk still in Thailand about taxing income, but why are you paying taxes in the US on your SS income? Is it because of a larger income you make from Ss?

( not trying to be nosey, but I just want to know the correct procedures as this is my 1st year on SS income)

Thanks...
Kevin ********
@Paul ******
I'm unsure also; this is my first year. I'm thinking of it this way; you must fill out a return for your SS, no matter what. So if you make more than "x" you will pay taxes. If you pay less than "x", you are still filing a return, even if you pay no tax. It's that you are credited the amount you owe by the federal government. So even though you don't pay anything, you are still being taxed. Also, the amount you pay into SS is already being taxed at your income level. That's how I think about it. I could be wrong. But like I said, no one really knows what's going on, and there is no hard and firm rules yet, so I'll worry when someone spells it out and I can see what, if any, liability I have. I don't think Thailand will tax SS and retirement income. The amount they make from taxing retirees will be nowhere near the loss they will realize when thousands of falang retirees move to Cambodia, Vietnam, Malaysia, or the Phillipines, etc.
Paul *******
@Kevin *******
got it...thanks.

Yeah I certainly following the new taxation rules inThailand. So far it appears that its to get some of the locals, or foreigners that are making money, other than from retirement. It's been pretty easy here with banking in Cambodia, and getting visas. Of course, if I when I.ve had 10K or more in the banks here, I needed my accountant to to the FATCA report( theres another name) as banks here in Cambodia have US citizens SS number and they do send an (interest ) bank report to the Usa. I presume that's the case in Thailand too? They need your SS number to open a bank account?

Ive had such a hard time opening a bank account in Thailand, however, I understand I need a housing lease and I still have one here in Cambodia. I.ll be talking to more agents on a trip out there April.

Thanks for your reply.

I truely wish Thailand made their visa system as easy as Cambodia. If you do decide to try living outside Thailand, Cambodia is not that bad, and quite affordable. Theres more to it than only Phnom penh too.

Good luck on your journey. 👍
Paul *******
Paul *******
@Kevin *******
sure...this is my intention fairly soon as well. Hey I just googled who pays tax on SS income. They call it " combined income" money made from interest, investment income, and 50% of your SS income. There are certain amounts made, that make you owe tax. I.ll see if I can attach the screen shots....I think this is why my accountant said I wont need to file, as it will be a low amount. Also, it does appear to say that out SS income is taxed already, like you say, before we get our checks, so that will be helpful with new Thai tax rules.

Having lived in Asia for 60 years, Thailand ticks all the boxes compared to anywhere else. The degree of pollution is determined where you live. It’s bad in different countries at differing times of the year and differing wind directions. It’s difficult to avoid it. Maybe consider relocating within Thailand rather than exiting. Chiangmai, for example, gets it worse because of topography. The further south you go, the more you avoid it - but the hotter it gets. The old Asian hands are ignoring the tax concern… it’s all overblown. As for farang bashing, if we behave as guests should behave, it doesn’t happen. Never happened to me. Ttfn!
Robert ******
I think the Farang bashing must be a reference to the dogs. I keep getting barked at by a big group of dogs every time I walk past them. They seem to be saying "Faragh! Faragh!" or something close to that. (I don't speak much Thai, only about 700 words.) When I ask them "Sunak, why you guys keep bashing me?", they just perk up their ears and look a bit confused. The language barrier is very evident sometimes in Thailand. But then they bark out a very loud "Faragh!" - less frequent but more authoritative, as if to drive home their point. Then they escort me further down the road, self-appointed border guards. Everyone has his boundaries, khun kao dzai... But not all Thai dogs are Farang bashers. Lots of nice dogs here. So I wouldn't ascribe too much importance to reports of Farang bashing. And that nasty Russian guy who got his ear cut off a couple years ago (in Pattaya, I think) arguably deserved what he got. Слава Украïнi!

At this time of year the air is pretty awful all over the region, but other than this brief period Phuket / Krabi / Phang Nga have very clean air and a temperate climate year round.

I don’t think you need to worry about being taxed on your pension in Thailand - not a tax lawyer but that seems to be the consensus.

Farang bashing in the media is a current fad - will pass and return from time to time, but doesn’t affect daily life.

Immigration is straightforward if you understand and follow the rules.

In short, I think your’re worrying about nothing much
David ********
Yes, the Thai's are not happy with two Swiss farangs right now. And for good reason in my opinion. One beat up a 58 year old Thai lady in a grocery store. It caused a lot of damage to her face. The second evil Swiss farang kicked a 26 year old female doctor. He didn't like where she was sitting (which actually was public property).

And their large families and extended members will pester you to finance every conceivable need or want. You become the ATM
Kenny ******************
And if you manage to get your wife to the U.S.A., her income in the U.S. belomgs to the family in the Philippines. So, the necessity for two household incomes in the U.S.A. to enable a family to maintain a decent standard of living, comes into confliect with the familiy's needs/wants in the Philippines. Those in the Philippines assume that since their daughter is in the U.S.A., she's like any OFW in the Middle East- that nearly all income can be remitted back to the Philippines on a monthly basis. This allows for immediate family members to retire and live off of that remitted income. Best to marry a daughter whose parents have a successful business, and that they are supporting their childrens' education, or that adult children have their own careers and are self-supporting. In a poor family, the eldest daugher is normally responsible for supporting her siblings through high school and college.
Kenny ******************
Grandparents' hospital/medical expenses; roast pig celebration for every birthday in the family; new shoes for a niece or nephew to attend school; money to set up sari-sari store (most never make a profit anyway). It never ends. Ladies from wealthy families don't chase foreigners, not even their own local men (if the men are poorer). The rich or well-off marry into families with similar economic status. They won't allow their sons to marry a poor provincial girl for the same reason. They don't want to share their wealth or money. It's unfortunate that this is the way it is. In the Philippines, the money circulutes, or stay within the minority of those who have better economic status. It doesn't blend, or trickle down to the average person, particularly those in the provinces.

none. The travel agency did it all for me. I slipped them an extra $20 to keep it painless. I have an ordinary (E-type) visa. You pay $5 extra at the airport or border for it. At a local travel agency they extended it for me for 6 months for about $160, which includes a multiple entry permit so I can leave and come back as much as I want. The time to process this can be 1 to 10 days depending on the backlog. After the 6 months you can extend for another year for $290, and you can do that indefinitely. I believe for a retirement extension you can do it for another year right away

PI isn't somewhere I would recommend for a long term stay. People are nice, only trouble is there are too many and last I was there it's one big garbage dump. If you like Thai food you'll find Pinoy food pretty bland, with the odd exception. There are some nice places to visit but in general it's not on my holiday agenda any more.
Alma ***************
@John *****
Pinoy food is not bland we just don't use a lot of spices..MSG is the name! Although i don't eat out often as I don't use msg. We speak better English and easier to find someone who can speak English..you don't need to learn Tagalog to communicate ..there's always good and bad anywhere you go..it's up to you to decipher ..
John ******
@Alma **************
Hi Alma I’m not sure how food without spices can be anything but bland. I did say there were exceptions, Bicol Express comes to mind. Please understand I was answering someone’s query for a suitable country to live in long term. I can tell you I had some great times in the PI, including a visit to Cebu. But there I met a German guy living in nice home with a jetty by the sea but his yard was surrounded by a high security fence topped with electrified wire and he told me he had a weapon he would fire twice. The second shot being the warning!

Btw like you, I was wary of MSG until this series of posts but I've since learned that the US FDA now states it is safe to consume, in moderation of course. Mabuhey!

Bad infrastructure. No nice beaches exept on the islands. But then again very bad infrastructure on the islands. Not even ATM machines.

Cities like Siem Reap or PP hot and dusty.

Expensive unless you eat fried rice and drink draft beer

It's just not convenient as Thailand.

I've been in the "community" group for Siem Reap for years. I had considered moving there as an option as well. Numerous people have moved from Thailand to SR and they seem very happy. Is life more simple than in , say Bangkok? You bet. That's why they love it.

I feel differently about Cambodia than you do, so we are obviously both looking for different things. @Marc *******
good point. Cambodia is not as convenient as Thailand, in some ways...some ways its more cinvenient..

I have been currently living in Cambodia for 10 years, now retired.

Some ways Cambodia is more convenient:

You can get a retirement visa easily. Only reqirement is you must be 55, and be registered on a new App system showing where you live. However, this is done once a year, not every 90 days. No 90 day reports are necessary, only a yearly registration.

Once you have an address and your retirement visa, you can open a bank account, however, in some cases you can get a bank account before you have the retirement visa. You can have as little or as much in the account as you choice. No required amount to get a retirement visa.

Another advantage is you can take tuk tuk ricshaws on a smartphone app, much cheaper than Thailand. How ever, there are no skytrains or metro systems.

Alcohol is much cheaper here than Thailand, food is not. However, there is a much bigger selection of western type restaurants here in Cambodia.

Rents are up and down depending where you live.

Currently I pay 350$ per month for a one bedroom flat with a lift, but no pool.

Electric is much more expensive here compared to Thailand. Running an AC daily can add 150 -200$ more a month.

Food stores and markets are abundant, but lack the
****
s.

Air quality is bad, but maybe better than Thailand. ( PP vs BKK) However, Phnom penh is one of the most dust filled cities I have been in, even comparing to places in Mexico.

Continuing on the flip side:

Noise is awfully bad, day and night..construction and music.

Service industries suck, but craftmanship brillant.

Cambodia lacks weekend get aways or places to holiday while you rent. Islands are more limited and expensive than Thailand, and the coastline is now littered with casinos. Bus lines here are inferior to Thailands.

Lastly, the country of Cambodia is run by much younger people, even often children. It can be fatiguing.

Back to the topic of retirement visas, Cambodia' s rules are far easier and convenient.
Carol *******
@Paul ******
great post.
Marc ********
@Paul ******
Yes the only benefit I see is it's much easier getting the visa.

But that's really it.

Otherwise it is really a s...hole compared to Thailand.

I am from Switzerland. I don't really miss much when I am i Thailand.

But Cambodia is an adventure. Cowboy life ok. But I don't want it always.

I like the comfort
Paul *******
@Marc *******
I totally get it...If I could get a Thai long term visa as easily as here, I would be there.

Was just trying to highlight some of the Good, the bad, and oh yeah, the ugly.
Marc ********
@Paul ******
I know. I wanted to love Cambodia more than Thailand for said visa reasons. I had 6 months EG visa. Because Thailand does not really appreciate tourists. They make it hard for us to stay. Cambodia does not.

But what Cambodia has to offer they destroyed. Left is big dirty cities not much nature and poluted sea😰
Paul *******
@Marc *******
, I sadly have to agree with you.

That said, back to getting a retirement visa it is far easier than Thailands policy...

Marc ********
@Sam ********
Dude I was staying in Cambodia for 10 months during Covid time.

Yeah if you like the cowboy life it is good.

No water pipes. You need to dig a well.

No garbage truck coming. You have to burn the garbage.

Some small markets.

I can go to Big C in Thailand and buy 2lbs of potatoes for 50b

Cambodia 5USD for 2 lbs.

Most items are imported from Thailand and much more expensive.

It would be a beautiful country but they destroyed it. Almost no trees.

Cities like PP or Siem Reap don't even have condos same like Pattaya or BKK.

You can rent a condo with nice big pool. And green area to relax.

You will not find in Cambodia.

Beaches dirty and smell bad.

Koh Kong is the most beautiful area I have seen in Cambodia. But the sea is poluted.

Sihanukville, Kampot same.

Garbage all over the place in some nice nature enviroment.

I have travelled all over the country.

I know what I am talking about.

I couldn't care less about opening a shop

I get that. I was only really staying in Phnom Penh, I felt like the people were the shining highlight and it just made me sad to think of all they went through in the not so distant past.
