Where do people who came in on visa exemption go?

I called the Australian embassy the other day and was told "This is not an excuse to extend your holiday. The Australian Government is warning everyone to return." I told him I just wanted to know in case my flight got cancelled, which it did. I have since booked another flight for tomorrow night. What I gathered from the conversation in the end was that there would have to be no available flights going back, for them to issue the letter, but it can be done.
