I would still try Bangkok Bank and look if they still open it if you buy insurance from them🤷‍♂️

I know for a fact immigration told a friend of mine the landlord needs to pay the fine.

But he will still not get extention if fee is not paid

Exactly. In Switzerland tourists cannot open bank accounts. Regardless if willing to buy insurance or not. So I don't see the big deal
