 actually it was a border run agency that said I cannot. But other agencies have said that I can. That's why I'm confused

I'm in a similar situation. At the end of the school year, I will transfer to a Thai language education visa. But I heard that I need to transfer to a covid extension visa first, and then transfer to the Ed visa after. Can anyone confirm?
