Here's how I would approach that extension of stay:
If you apply for it and get it, consider it a bonus. It's not something I recommend assuming you'll receive. I have not heard of any rejections for someone who is applying for their first 60 day extension of stay yet.
it’s not standard though. Some immigration offices require a 90 day report when a person is physically in Thailand for 90 days, and others require it if a person is on an extension of stay that is longer then 90 days.
He needs to ask the immigration office to confirm.

MY ADVICE is to always return on the date of your "under consideration" stamp. However, some immigration offices are very relaxed, and may allow you to return early. The worse they would say is for you to return on the 15th.

SHOULDN'T cause any problems. I wouldn't worry about it.
There's no punishment or any other penalties for leaving your child on overstay until they are 15. They can clear the overstay stamp by border bouncing. I expect the borders to be reopen by the time they are 15 😮
The reason why I'm asking is because there is no overstay fines for children under 15 years old, HOWEVER, most international schools do not allow a child who is on overstay to enroll.
