but they are all entering data in to Interpol and Europol. For people already here having to get exit clearance would enable anyone on the run to be caught and those who need to file a tax return

I guess they do this because it takes time to do background checks at the IMM posts, with this they can do checks in advance and issue alerts to stop people even boarding a flight because without clearance you are going no were. Taking this one step forward they could ask people to get clearance before leaving.

this kind of thing is start in UK and EU, I guess in Thailand its a pilot and will be extended universally. I think it will also help them with 180 residencies for tax.
