If he gets the DTV visa approved, it does not matter where he is. To use it, he has to enter the country using that visa. If he did it online and lied about where he is, as long as the VISA is approved, it worked.
But judging by the post, he did it outside the country, it was approved while he was in Thailand and that does not change anything.
Nobody cares about that. You can be anywhere. Itโs a document, if itโs valid, you can use it. Does not matter at all where you are located when they issued the visa at all
No, he has asked if he can go to the embassy, just show the fact he is retired with pension income and if that grants DTV. I've said no, that does not grant DTV, you have to have a work contract, do school, or medical.

It does not matter if he is pensioner, everyone who gets the right paper work can qualify, nowhere in the world being pensioner disqualifies a person.
But he can't get it based on pension income, which was his question, to which I replied, that he has to do bit more than that, showing only paper with pension income won't work, it has to be based on some work contract, school, or medical....omg, you two really found each other here lol

I have NOT SAID THAT RETIREE CAN'T GET DTV. The OP was literally asking, whether GETTING PENSION and NOT WORKING is qualifying for DTV.
