certainly! 1st, obtain a residents certificate from either immigration or the "agent" who works there (the latter is faster), then walk or drive to the bank and politely ask if you can open an account. You will likely be turned down at the 1st few places, it helps if you ask some other farangs in your area which particularly bank branch is known the commonly open new accounts.

Chiang Mai Gate branch is an old favourite for Bangkok Bank, for me it's merely the biggest branch of those not far from my house.
